No! don't use paper or pine wood shavings! Carefresh bedding can be bought at any petstore that carries small animals and it's clean, and safe for you little fury friend!

Shredded newspaper is bad. It stinks up very easily and its not absorbent. Not sure about sand but it is their natural habitat. But hamster might kick the sand out. I think the best is the cat litter kind thats made of paper. It absorbs well and it keeps the cage clean. Better than sawdust

Get that special bedding made of soft wood chips. You can get it in any pet store.
Its great because it smells nice and its natural so good for the hamsters as well. Sometimes they like to chew on their bedding so I wouldn't put anything that would hurt them.
Here is a website that tells you about the wooden bedding.
Remember, they like to chew alot so please don't put anything harmful in there.

News paper will get very matted if you use it.. since it goes flat and will stick to the bottom of the cage when they pee. ... not that hampsters pee that much. haha
My suggestion is large pine chip bedding. Its big enough that most of it will stay in the cage, and off of your floor and table. News paper is cheap obviously, but the chips are much more practical.

Shredding will work as long as there isn't anything toxic, such as metal. Wood chips will work if you get Aspen. Cedar and Pine are dangerous to your hamsters health and it causes respiratory and skin diseases.
