I am Indian, and my skin is about the tone of my avatar. My hair is dark, dark, dark, dark black and curvy/wavy (it really has a mind of its own xD). I normally wear lower lash eyeliner and lipgloss in a pinkish shade and that's it. Sometimes I wear eyeshadow (pink or silver) and rarely, I wear upper lash liner. What would look best on my skin tone?

Okay, I'm looking for primarily two looks: one for day (something quick that isn't too flashy for school) and one for parties. I would like to stay in a lower price range.

Um... not too much makeup (I don't have that much time...) and no lipstick (it makes my lips feel uber dry!)

You would have to try on samples in a department store to get the right shade. I would say probably medium dark in the makeup shade. What you should do is use eyeliner on upper and lower and you should change your lipgloss to a peachy/ink shade. You should wear mascara too and also blush. Now the blush should be pinky/peach also to give you a glow. Eyeshadow should be matt in a mauve pink, and neutral for daytime.

Your coloring sounds amazing! What you're already wearing sounds pretty. If you want to try something for a change, I recommend incorporating golds and bronzes for your eyes. You should defnintely try a black liquid eyeliner applied to the top lid only, and black mascara. And sheer coral lip gloss.

I have similar skin tone to you, i personally would say clear or bronzy lip glosses show off your skin tnoes far better, never ever red, completly clashes, for eyeshadows again bronzy, blues, pinks do look quite feminine aswell.

Bronze colors. Don't get too pink with the lips though, try natural looking shades-a more golden/neutral shade go or clear instead.

The only way to know for sure is to experiment. I'm thinking a green eyeshadow, maybe? You sound very pretty.
