What is the difference between a public organization and a private organization? How differently would they handle economic policy?

public is funded by the government - the taxpayers...
like the FDA, USDA, HUD, Social Security Administration, FEMA, FAA, Treasury, even more local stuff.

private could get grants from the government but is not originated by the government (churches, the pta, companies, yahoo, common cause, greenpeace, etc.)
