Where can I find songs that gives me permission to freely download and use, to add it as some background music for my homemade video, and distribute it on the internet, without having the RIAA on my back?

Uh.........why care about the RIAA? As long as your not going and selling the music you download they're not going to notice one person out of millions downloading music and using it for personal business or their own business, and if for some wierd reason the RIAA watches your video I doubt they're going to think to themselves "I bet this kid pirated this, we should go arrest him" I mean seriously take a few minutes and think about it no one cares. But back on topic, try googling for answers, seriously alot of people overuse this yahoo service when google.com is really what they need
