If the crime committed on foreign soil is also a crime in the U.S...AND...the U.S. has an extradition treaty with the foreign country, then YES, the country could extradite the person.

Most countries have these sort of treaties with the U.S. I can't remember right now the ones that don't.

In many situations, yes.

The US has recirprocal extradition treaties with many countries, and if properly asked by one of those countries, the US would be legally bound to honor the extradition request.

Only if the usa has an extradition agreement with the country where you committed the crime.

Only if the US Government allows it to happen. It has to be OKed through the government.
