Simple condensation. The flame is a product of oxygen and a hydrocarbon. The waste products are water and CO2. The steel block are cold compared to the flame and the waste water condenses on the cold surface until they get warm.

Where did you hear such a ridiculous thing? I think that would qualify as a sort of alchemy, and needless to say that's never had much success... heating steel to produce water... Scientific breakthrough, now we don't need to recycle water until our iron and coal supplies run out... better check with a jeweler, though I don't really think they qualify for alchemists...
