Is a slightly off-center reverse strike (meaning the rim around the edge is still intact, but very noticeably narrower at one side and thicker at the other) on the new 2007 Washington $1 coins considered an error, or is this within acceptable mint standards and therefore likely to be very common?

The coins in question are from the Denver mint.

It sounds to me like that could be a common error.

Right now, the only actual "error" that is calling for a bigger price tag is the stamping on the edge of the coins being missing. Those errors were bringing collectors to pay in upwards of several hundreds of dollars until they found out it was from within a full series, now they are only going for around $50.
