I would personally choose DC because SF is all ways waiting for he BIG earth quake that is expected to "end" the city. That is enough to keep me from going there.

D.C. is the worst. There's no comparison with San Francisco. San Francisco lets you really live with all the art and nightlife. There are some of the most colorful people in the world living in San Francisco. You'd never regret living there. That's why it's consistently voted one of the most livable cities in the country.
Washington D.C. on the other hand will suck the life out of you. All there are is haves and havenots in D.C. and everyone in between lives in the suburbs.

I've only been to DC once but I thought it was a pretty cool city. Plus I read there are a ton of really high paying jobs being created in that region b/c of govt outsourcing into the private sector. The Bay Area has good jobs too but it's not in line with the cost of living as much as DC is.
I can't really tell you too much about DC since I've never lived there but I can tell you that SF is not as great as people make it sound; another poster said it's ranked as one of the most liveable cities, which is completely not true. It's usually ranked on one of the most unliveable cities b/c of cost of living and quality of life issues. I was born and raised in the Bay Area. SF has a great scenery, amazing architecture, great restuarants, shops, ect... And Northern CA has some great natual scenery along the coast and in the mountains by Lake Tahoe. The Bay area has really cool and chill people but the people in SF are kind of lame. All the weirdos and psuedo intellectuals gravitate towards that place. The people in SF are kind of snobby and pretentious and just flat out rude. Then you have all the psuedo intellectual, hardcore liberals that think they are smarter and more "enlightened" than the rest of the country. People there are too obsessed with poltics and activism and always seem to want to protest or complain about something. You will find some of the most narrow minded, untolerant, hypocritical liberals in that city. I'm not conservative or anything, but the liberals in that city are the worst. They are only "open minded, accepting, and tolerant" of people that think on the far left.
people there always try to be anti-mainstream and pretend not to "conform" even though they all conform to non conformity in a way. It's accepting of gays but almost too accepting and normalizes sexuality way too much. They recently held a public celebration with the mayor to commorate the opening of the city's first gay porn studio! I can't imagine being a parent walking by that; that stuff is fine in private but not public with elected officals. Oh yeah, the last election they voted to impeach President Bush which shows you how clueless and out of touch that city is with the real world.
SF is a great city to visit and I always love going out there when I'm back in the Bay Area. But the people there are just not that cool; so many snobby pricks, pretentious psuedo intellectual, and ignorant liberal activists. The Bay Area is a great place to live and has great people, but SF is overrated. So if you're not interested in any of the surrounding cities in the Bay Area go to DC, i'm sure the people there aren't as bad as SF

Washington DC I know nothing about. but SF I do. If you do not like the military, are in agreement with the man boy organization, all for same sex everything, then you will perhaps like it. But if you are at all conservative, you will not like it. Good luck which ever you choose.
