When mRNA is transcripted from DNA, mRNA bases are complementary to the section of DNA which was transcripted upon.
But, when adenine is present on DNA, uracil is complementary instead of thymine.

DNA transcription is when the DNA sequence is copied to produce complimentary RNA. I'm pretty sure you are correct if I am reading your question correctly.
