Yes but usually chairs and tables are used far more frequently in TLC than in regular ladder matches.

there is no point though to actually make it a TLC version of the MiTB because there is no rules and the guys in the MiTB ladder match can just pull out a chair or table and use that

Yes that would be awsome!!!! Also they should take Orton and Edge out of the MITB match and have them in a Street Fight at WM. Now that would be cool!
