Neither. They are, at best, neighbors, sharing a border and one common language (remember, there are two official languages in Canada; French is the other one!). But the spellings are different (British; for example, theatre instead of theater, or colour in place of color) and so is the system of government (parliamentary).
Finally...brothers? What about all those Canadian women!?!
