is there an email sent to you when another user writes you ? like on here it says that someone answered u does that do that on ebay?

Yes, my husband and I have made some transactions through eBay, and we always get email notifications if anyone has a question or responds to something we've asked. We also have a copy in our inbox on eBay.com.
Here's a related snippet from their help pages:
"When you respond to a message, eBay delivers a copy of the message to both the recipient's My Messages Inbox and to their registered email address. A copy of the message will be saved in your My Messages Sent folder and you can also choose to receive a copy of the email at your registered email address."
