First thing to do is to wetvac the carpet, then pull all the carpet up and prop it above the floor use milk or cola crates or whatever, if you have carpet padding just pull it all out and throw it away, it's already ruined. With the carpet suspended above the floor, get as many box fans as you can and turn them all on blowing at, above and below the carpet. This, depending on how large your basement is, might take 2 or 3 days, but, it will dry the room and dry and save your carpet.

Depending on where you live and if you have insurance to cover such an occurrence, you should contact a flood damage restoration service. We have a couple around my area called Servpro and Modernistic. They'll take up all the carpet and pad and dry out the basement, sometimes if there are finished walls the water will wick it's way up into the drywall as well. The service will probably deal with the insurance company, replace the carpet and padding and get the walls fixed, if necessary and you probably won't have to do much more than let them in.

The first thing you do is run a wet vac over
the rug, a few times. You might be able to rent one at home depot, then you should run a Dehumidafire.leaving it on for the max time. When everything is good and dry, then I would suggest you shampoo the rug.

a wet vac will suck up most of the water but since it was flooded you should shampoo the rug as well.
venilation is also key to getting it to dry out fast and preventing mold growth. also a moisture absorbing compound like damprid will help.

If its wall to wall carpet, oh it needs to be pulled up and chucked. It will only smell and create mildew. Maybe your homeowners insurance will cover it along with any other damage. Really, you can't successfully save a soaked carpet, it's ruined. Dont forget, run a humidifier also!!!
