you call the number on the front, or u search until u find the owner, or u can wait at the building until he/she comes

Call the a title company, and they can pull up the tax records for you, or you can go to your county website and find out also.

If you look on land registry web site you can give them an address and for a small fee they will give you all info about who owns it.
