Since part of Arizona is in the Basin and Range, which is an extensional regime, it very well could be volcanic pumice. What color are they? Do they have any fragments or minerals in them? If so, what is the characteristics of these fragments or minerals. Geology is a descriptive science, and a little description goes a long way in determining the petrology of a rock.
