It sounds like most of these folks don't know what they're talking about. I play Call of Duty and Medal of Honor Allied Assault online, and have encountered a lot of ping-related issues myself. I'm not an expert, but here's what I've been able to gather about what "ping" actually is for.
Ping is used to indicate how "slowed down" your internet connection is. The higher your ping, the slower your connection and the more lag you will have. Having a ping higher than about 100 will put you at a real disadvantage. A ping between 50 and 100 is considerered pretty average, and any thing lower than that means you have a blazing fast internet connection. Basically, low ping is a good thing.
If you have dial-up, your ping may be 200, 300, 400, or even higher (999 is as high as ping can get, and if you get that high, it's basically impossible to function in a game). Most people with cable, satellite, or dsl have pings between 50 and 100, which is ideal.

Time between the server sending a data packet and you receiving it and the other way around. The smaller the ping, the faster the communication. The faster the better. Watch out for some servers that kick you out when your ping gets too high. Nothing bad with this, just a measure to assure that the ping doesn't go all the way up for the other players as well.

Ping is the milliseconds behind the "official" playing of the server. 100 "ping" = .1 seconds behind. <150 is considered good.

Ping is a computer network tool used to test whether a particular host is reachable across an IP network. Ping works by sending ICMP “echo request” packets ("Ping?") to the target host and listening for ICMP “echo response” replies (sometimes dubbed "Pong!" as an analog from the Ping Pong table tennis sport.) Using interval timing and response rate, ping estimates the round-trip time (generally in milliseconds although the unit is often omitted) and packet loss (if any) rate between hosts.
The word ping is also frequently used as a verb or noun, where it can refer directly to the round-trip time, the act of running a ping program or measuring the round-trip time.
