keep someone from accesing the net from my pc when im not home

There are numberous ways to do this.
If you want them to have access to the computer, but not to the internet, then password protect your user account and set up a limited user account for the other person. Configure the limited account so that it does not have internet access.

You can unplug the internet and hide the cord. That's what I did when I was gone. You can also download programs to do such on downloads.com.

Password protect the pc so they can't log onto it.
