C would better choice for you at starting, then once you get familiar with programming world, you can choose, which language you want to learn. If you want to learn new language , Ruby is also good option.

You're actually asking two questions here. You want to learn both a programming language, such as C++, Java, and so forth, but you also want to learn how to design software so that you can take a problem and express it in that language.
There are lots of sites out there that teach you the mechanics of programming, but not as many that also teach you something about designing software.
If you're of a C++ bent, I'd recommend Bartosz Milewski's "C++ In Action" at http://www.relisoft.com/book/index.htm

Use google:
http://www.google.com/
It is a search engine that allows you to find internet resources. Awesome, eh? So say you wanted to find out information on how to program in C++ and you want the GNU C complier. Guess what you type in? You got it!:
http://www.google.co.uk/search?q=GNU+compiler
http://www.google.co.uk/search?hl=en&q=C%2B%2b
You can also use google to find programming books, courses and anything else related.
It really is that easy.

If you don't want to invest in any programs just learn javascript. You just create HTML with the javascript in it and just run it on your computer. You don't need to create a web site. There are plenty of tutorials. Just search for "javascript tutorials".

Visual Basic is very user friendly...but it's near useless and teaches you a lot of bad habits. Try learning C++; there are a lot of good tutorials on the internet, find one that suits your style.
