Can I burn video that is stored on an external hard drive to a dvd with an external dvd burner without?

transfering the video to the computer?

Yes you can. I used NERO to do this just 2 days ago..

Yes, I have an ext. hard drive with tons of movies and burn them to an ext dvd drive. As long as you have a burning software you should have no problem.
