I am assuming you are talking about Internet? I could be wrong, but if so you would do File> New Tab on either Firefox or Internet Explorer.

I have not yet encountered tab browsing in folders so I can not be sure.

Right-Click the link and select Open in New Tab.

Right click, open in new tab. Or, set the default options that new items open in tabs rather than new windows.

ok , asumming u are talking about internet exployer 7 ,go to ,tools then internet options and its on the general page,set them as you want them.
