Assuming that you're over 18 and have finished all your growing, is there a height limit disability?

No - you must have a medical disability, and a doctor must certify the disability to the motor vehicle department under penalty of perjury, to be able to receive a handicapped license plate or placard.

Qualifying disabilities include:

1. Heart or circulatory disease.
2. Lung disease.
3.A diagnosed disease or disorder that significantly limits the use of lower extremities.
4. Specific, documented visual problems, including low-vision or partial-sightedness.
5. The loss, or loss of the use, of one or both lower extremities or both hands.
