If you are very young (not yet twenty), I would advise against overly dark eyeliners, especially liquid. The contours of your face are still very soft and a thick hard line of black around your eyes will make the rest of your face look a bit pudgy. This isn't a steadfast rule, of course, but it proved true for myself.
You DO NOT need to apply eyeliner around your entire eye. In fact, as a beginner, I would advise against it.
Try beginning your eyelining adventures with a shade that is a few shades tanner than your skin tone, and BLEND-BLEND-BLEND. Smudge it deeply into your eyelashes. Ideally, it ought to look like your eyelashes are thick and dark at the base. Mascara exists to make eyelashes look thick and dark the rest of the way.
Once you've mastered this subtle deepening of the colour around your eye, try moving onto more adventerous colours-- deep browns are especially flattering. Thick black may seem cool and edgy, but you have to be honest with yourself. It doesn't look good on everyone. And it looks terrible when applied badly (it can make you look bug-eyed and tired, or like your mascara ran).
Foolproof tips:
- It's OK to close your eyes and just run the pencil back and forth a couple of times against the edges of your lids for a thin, smudgy line. It's less scary, requires less dexterity, and looks pretty darn passable as long as you're not going for some really fussy dramatic look. The effect is subtle, and carefree.
- Go ahead and make the upper lid's line THICK. It looks very dramatic and gives a classy doe-eyed look (think Audrey Hepburn).
- Be stingy with the lower lashes. If you have dark circles under your eyes that you aren't covering up with concealer, maybe skip the lower lid entirely. If you're blessed with lower lids that are vibrant and creamy, begin with drawing the pencil from the outside of the eye to the inside, and go lightly. You can always add more.
- If any line is too thick, you can always use a Q-Tip to remove the wayward pigment.
- Your fingertip is the best blending tool you own. The natural warmth and texture of your finger helps to melt the waxes and move the pigment in what looks like a very natural blend.
- Use your own eyeliner. Do not experiment with your friends' pencils. This is a wonderful way to get eye infections, which are NEVER sexy.
- Splurge on your pencils. I get suckered in by Wet n' Wild's unbelievably cheap prices as much as the next penny-pinching beauty diva, but they never seem to blend right, don't have much pigment, and end up looking smear-y. The extra few dollars for a mid-price range eyeliner will save you a world of headache.
I think that's all the advice I can give you without dragging you into my own bathroom and getting all Prussian on you like some crazed makeup drill seargent.

Shape and define your eyes with eyeliner after you've applied eye shadow and before applying mascara. Whether you choose a soft line or a dramatic stroke, eyeliner draws attention.
Instructions
STEP 1: Choose an eyeliner appropriate for your eye color. Brown, navy and charcoal accent light eyes well, while brown and plum shades flatter brown eyes. Make sure your liner complements the color of your shadow. STEP 2: Consider the type of look you're after. Pencil eyeliner gives your eyes soft definition, while liquid versions offer precision and drama. You can also moisten dark eye shadow and apply it with a small, flat brush. STEP 3: Prepare a cake liner or a dark eye shadow by applying a small amount of water to your brush. Or, if you're using a pencil eyeliner, ensure that you've sharpened the pencil adequately. STEP 4: Move the wet brush gently through your cake liner or dark shadow. Hold the brush or pencil as you would hold a pen. STEP 5: Tilt your head back slightly and bring your eyes to a half-open state. This creates a good angle for application, while allowing you to see what you're doing. STEP 6: Draw a line across the upper lid just above the lashes, from the inside corner to the outside corner of the eye. If you're using liquid liner, allow it to dry before opening your eyes all the way, or the color may transfer into the crease of your eye. STEP 7: If you used a brush or a pencil, soften the look by gently smudging the line with your brush, a cotton swab or your finger. STEP 8: Line the lower lids. Moving from the outside edge inward, draw a line on the outer two-thirds of the lid or more, depending on the look you're going for. Your line should be slightly thicker at the outside corner, becoming thinner as it moves in toward your nose. Using your brush or pencil, lightly stroke the area. If using a liquid liner, apply it in one smooth stroke. Apply less color so your eyes don't appear raccoonlike. Tips & Warnings
You may find eyeliner, particularly the liquid version, difficult and messy the first few times. Practice and have patience.
Wash brushes regularly with makeup remover or a mild gel shampoo.
Lining the inside of the lower lid is not recommended'it may cause eye infections, and it greatly increases the risk of getting makeup in your eye.

For a natural look, just line the lower lash line w/ a dark brown eyeliner and use black mascara. To line the bottom I just tilt my face down, look up into the mirror and just pull down the bottom lash line gently with your index finger. Line the rim part where your eyelashes grow out of your eye. For a more dramatic look, like for night/party, line the top lash line with black or black brown eyeliner and tilt the outer edge up for the cat eye look. The best way to get an even line is to close the eye you're lining and slightly tug the edge with your finger to make your lash line a little taughter so it wont get an uneven application. Line the bottom outer lash line. Whatever you do, do not line your eye all the way around. It will make your eyes look smaller.

Step 1, For eyeliner i just started using Rimmel in the pencil I put a thin line above my eyelashes and on the inside of my bottom lids. In black
Step 2. For eyeshadow i use Cover girl (Ice princess) I use the purple above the thin line. Then i use the sparkle right below my eyebrow and a little in the inside corner of the eye .
Step 3. For mascara i use Max factor 2000 calorie.
This makes my eyes look big and bright. Hope this helps :)

Apply the eyeliner as close to the inner rims of your eyes thats as detailed as i can get and am going to get. Hope this helps have a good day sweety

Good description... I would avoid liquid since it is the hardest to control and will look the worst if you don't do it right... You'll look like a raccoon!
I use pencil and smudge (with a Q-tip) the outer 2/3 of my eye.
Practice, practice, practice before you leave the house!

Depends on the color and shape of your eye. Loreal has a great line made for specific eye colors to make your eyes look their best. I love using liquid eyeliner, it seems to work better and shows up darker. Experiment, and see what you like!

Tip; never put on too much eyeliner and don't rub your eyes when wearing it.
apply inside inner rims of eyes and a little bit outside eye for best effect, and a little bit more at ends of eyes, so your eyes look bigger atb their ends
