If there was no such thing as evil and everybody was good, then they'd think they'd be acting normally.. Its hard to explain. Say in the world, everybody hated everybody (evil). There would be no good, because since everybody hates everybody, nobody has ever shown compassion or sympathy(good).
Though everything does have a balance. Like Yin and Yang. An evil henchmen will always have a spot of goodness, for example, to his boss. But thats it.

there could be if all everyone could ne good....... not very likely though so there will probably always be some good and some evil. never really a balance i think that at different times there may be more evil then good and vice versa.

If everything was good all the time then there wouldn't be a term for evil. Good would just be..normal. so no "good" (the word itself) can not exist without evil.

No, because then it wouldn't be considered "good," it would be normal. For everything that is on the planet, there is a contradiction to it; hot and cold, sweet and tart, soft and rough, etc. There's balance in everything!
