WGA will NOT give that information to you. The information is confidiential. A writer submits his/her material to WGA, as proof, among other things, of having written the material. If a treatment has already been submitted by a WGA member, WGA will not give that information to you.
Material submitted to WGA is kept in a "sealed" envelope and is only available, for viewing, by the writer/writers. (This has nothing "nothing to do" with copyrighting your material.)
There is a fee to join WGA (Writers Guild of America). If memory serves, one must be a WGA member, to submit material to WGA.
You can't copyright something intangible, such as an "idea," "concept," etc. You can copyright a script (it is tangible, something you can see, touch, feel, read.)
Write your script and submit it to WGA, if that is what you want to do.
