First of all get a light shimery white or bronze or even pink shadow that you can wear right under your eyebrows, I said light didn't I? well anyways that's the basic, that's going to open your eyes and give you a lift. I have brown eyes, and somewhat lightskin so I use white under eyebrows following their shape until the edge.
Next, apply a nice eye shadow on your eyelids, go from the outside to the inside of your eyes when you do this so it looks professional. These are your color options depending on your skin type: Aquamarine or Turquise, Light purple, Olive or apple green and even Silver (depending on the time of the day)
The final touch is the mascara very important, try black one day and brown the next day to see what coments or what looks from other people you might get. If you are adventurous, pick a blue or green mascara (this one is kind of expensive http://www.sephora.com/browse/product.jhtml?id=P175000&categoryId=S10510&shouldPaginate=true but there are some at 8$ or so, just gotta keep browsing) If you do this you must match it with your shadow or go with a Classic Brown eyeshadow instead.
The things to avoid are going to be dull winter and fall colors, like too dark of a navy blue or a mustard yellow or even a black can make your brown eyes look boring or too serious.

i have hazel eyes that change color a lot and to make them bigger is to apply brown or black (black lasts longer) eye liner a certain way. okay--its hard to explain, but the right way to wear it is at the ends on the top eyelid, apply it thick-ish, and make it thinner and thinner until you get to the MIDDLE. don't go all the way because it'll look bad. do the same to the bottom eyelid, too. REMEMBER THAT THE KEY TO MAKING THEM BIGGER IS ONLY GOING HALF WAY. do the same with eye shadow. put a very light color at the top by your eyebrow, and put the middle-colored eye shadow on your eyelid, and the darker eyeshadow off to the sides and blend just a little bit. thats how you bbring out your eyes, if you wear too much eyeliner, it makes you look goth so don't do that. but if you wear your make-up like that you'll look very pretty, i promise. i wore it for the first time like that a few weeks ago and i'm not kidding, there were guys like staring at me and asking me out, it was hilarious! it really will make your eyes, bigger. try it, don't just ignore it! tell me if it works!

Try wearing mauve or red clothing. If you have brown eyes steer away from bright eyeshadows because it will drown them out. Go for a beige coloured base & some light shades of brown for the colour.

With any color eyes: thing that brings it out is when you use a color that is opposite it on the color wheel.
Example: I have Blue eyes so what brings them out more are coppery browns,golds

I can only really say what gets comments for me: shimmery olive green shadow, aubergine/purple shadow, brass/gold, black eyeliner and shimmery turquoise (SHE cosmetics - "Mermaid" colour). Not all at once of course!
See if there are any other colour influences on your iris, such as green, grey or gold and incorporate them as well.
Oh, and always remember curled lashes and mascara.

Black eye liner and smoky eye shadow!!
And also high definition mascara (in black). It gets the attention of people : first the eyelashes, and then they see your beautiful eyes.
