By addressing the root cause of the poor morale. An employee survey is often used to solicit this information - are employees satisfied with their work environment? do managers delegate appropriately? are benefit packages competitive? do employees feel empowered to make decisions?
Once you are aware of why morale is low, you can take steps to correct it. Even where low morale is caused by layoffs, putting employment contracts or stay packages in place for key talent is one way to improve morale.
