There is no "national ID card", other than a passport.
If you're talking about the Real ID Act, it doesn't create a national ID card. Read the actual law. It mandates that states which issue state ID cards must meet certain requirements.
And it prevents federal agencies from accepting as valid any card that doesn't meet those requirements.
But nothing requires you to get a govt-issued ID. There are just many things you cannot do without one.

They will be denied access to certain places. They will find it difficult to undertake certain financial transactions. There will be no force, but in the end life will be made difficult without the ID. If you don't believe me, try living a month without a drivers license or other ID.

One of two things; either they won't be able to get a drivers license and have to walk or they will have to claim illegal criminal status and get free food, health care, housing, education, credit card, bank account, drive without a license and insurance and if they want it, a job.
The choice is yours.
