I think that state governments should set state curriculums and that parents need to have their children meet these curriculums but the parents may choose to do over and above these minimums.
I have seen several homeschooling parents in our school that use homeschooling to keep their children at home to keep mother company. This is not to say all homeschooling parents do this. Many do a very fine job. But I know two in particular that do provide learning for their children at all.

it seems to me minority parents don't even make decisions having to do with their child's education. they remain illiterate and ignorant, hundreds of them end up in homeless shelters, and then the government has to take care of them. but what can the government do to fix that, even if they had the authority? they can't force the parents to care for their children. it's really a lose/lose situation.
