He is with Adams Kids Clothing and says that he doesn't have enough time to handle this, so he needs a rep in U.S. to collect money and keep 10 percent, then send the rest to him via Western Union. Is this legal? Is it even legit?

Its a freak'n scam. If you get something in your email and it didn't come from someone you know, delete it. All you have to do is search for this guys name and it comes up on a billion different internet/hoax websites.

It is in breech of Yahoo guidlines, and should be refered back to Yahoo in the usual way

Avoid anything to do with western Union. Dunno why I am receiving questions from you tho. I elected to answer UK questions.
