Probably. I know that they used to allow people to take fancy, professional wedding photos with the whole wedding party at Buckingham Fountain whenever they wanted, but for some reason, you now need to get a permit (though some people do sneak down there, get a quick shot and get out). So I'm sure when they built Millenium Park they took that into consideration. I'd check the Millenium Park Website (http://www.millenniumpark.org/). They have a link to contact them.

I've taken many pictures in Millennium Park -- should be no permit necesssary. Now if you're going to want areas cordoned off for group shots you will likely need a permit for that.
