I'd have to say Joni Mitchell or Janis Joplin. They have/ had some of the most fantastic voices. I agree with the other girl, Billie Holiday has an amazing voice also.

Three way tie!
I really REALLY like Grace Slick from Jefferson Airplane. Her voice has this almost ethereal beauty that is really just hypnotic.
Janis is incredible too. She has that one-of-of-a-kind voice that absolutely no one could pull of except her. Her version of "Summertime" is one of my favorite songs ever. She's a local girl too! Her first gig ever was two blocks from my house.
Emmylou Harris is the third. I just love her voice. Nothing but love. Her duets with Bob Dylan (Check out "Desire") are phenomenal.
