What do you mean by 're boot' exactly?

Aside from this it sounds like a bit of a system cleanup is needed. Un-install all unused applications and delete some crap off your HDD for a start, running the disk cleanup wizard will help, as will performing a defrag on your drives

Now you'll probably need to sort out your startup entries. These are programs run as your pc boots up. Ever noticed an annoying delay between when windows loads and when you can actually start using it? That's because you have un-needed entries that are supposed to help programs load faster but make windows load much slower.
To do this bring up the run box (shortcut Windows key+r) and type 'msconfig' and hit enter. When the config utility pops up click on the start-up tab and you'll need to uncheck stuff like msn messenger, quicktime, stuff like that but make sure you leave all your anti-spy, anti-virus stuff running. If you're unsure on an entry just google it and you'll be able to find an answer. When you're finished click ok and restart at the prompt. You'll get a box when you restart, place a tick in the box where it says "do not load system config utility" and press ok

If none of these things work then it may just be time for a clean install, in which case you should back up all your documents and stuff and get your windows installation disk and re-install windows which will restore it to a nice fresh state
