The salt of a strong acid and strong base will be 7 as both reactants are neutralized to form the salt. The problem becomes when you are talking about salts in aquaeous solution-
If the salt is formed by a weak acid and strong base the salt will be alkyline (pH>7) as excess OH- ions will be present in the solution.
If the salt is formed by a strong acid and a weak base the solution will be acidic (pH<7) due to excess H+ ions in the solution.
The difference from 7 depends on the relative strengths of the reactants.
