I can't think of what it could refer to...

It usually refers to the guys throwing money at strippers at a strip club. Maybe not actually raining money down on them while they dance, but at least spending a lot of cash while they are there.

It might not be about money. It might be about the act of (group) bukakke - or (group) ejaculation on somebody as a sexual act. Either way, it involves prostitution.
