Will a men's ring in size 9 be the same size as a women's ring size 9?

The answer is Yes.

I worked at a jewelery store for many years. Rings are sized on a round type ruler. If you took a piece of paper, wrapped it around your finger and brought it in you could match it up to your size. They have several tools for sizing.

The average for a womans ring is 6 to 7 and for a man is 11 to 12.

No not at all. A small men's size is big for a woman. For example, I just bought a silver band in a men's size 9 & it's a THUMB ring for me.....that would barely even fit on the finger of some of my guy friends.
