Agnew wasn't evil I don't think. He just succumbed to tempation.
Cheney, however, one really has to wonder...
Agnew resigned because there was going to be investigations, charges and other things brought against him.
Until Cheney or whomever has that threat against him, he'll stay.
With Agnew and then Nixon/Watergate, we tried to prove that even the President was not above the law. Now, it appears that the Bush administration seems to thing the whole executive branch is exempt.
Maybe we should ask Scooter Libby what he thinks...

Both evil, but Spiro, believe it or not is the lesser of two evils. Dick is just that......a D**K!!!!!
