If I'm having a cup of tea and a Scone I pronounce "scone" rhyming with ON scONe. If I visit a town called Scone I pronounce it rhyming with phone.

I'm pretty sure that the Received Pronounciation is scone as in phone, but most British and American speakers won't make a fuss either way. According to Wikipedia:
The pronunciation in the United Kingdom is open to debate. Some sections of the population pronounce it as /skɒn/ (to rhyme with gone), and the rest pronounce it /skəʊn/ (to rhyme with cone).

I think its kinda common. I haven't heard it in another way.

I live in the midlands - we pronounce it scone (to rhyme with cone)
scon (to rhyme with one) is considered posh
