There is no danger to you or anybody.
I've cleaned the bottom of my mom's gas stove before by openning the surface kind of like a car hood that opens upward with the hinge on the far side.
That's all you have to do: figure how to open that part and clean the milk spill from there.

If you take all the metal "racks" off the top of the stove (the things the pots sit on.) you should be able to lift up the entire top of the stove off of the rest of the oven. You'll notice that the top inch of the stove itself is actually seperate from the rest of the oven. The whole thing lifts up for easy clean up. Simply grab at the front of the stove where the seperation is, and lift.

Open the top of the stove and clean the milk out. The top opens on the stove.

you can lift up the top of the stove kind of like the hood of a car. Take all the burner coovers off the stove, then pull open the top of the stove. Then you just wipe up, close the lid and put everything back.

Well take out the bunner and soake it in hot water.
Then take a hair dryer and blow out all the water from the holes in the bunner where the flame comes out
If the holes are pluged and soaking does not help, poke out the holes with a tooth pick.

pull up on the top of your stove, it should pop right up, then you will have access to your milk.
