Help I'm stuck on my business coursework ! Please !?

My payment system is 'time rate' and my Question is The managers at the company decide to use this method they will need to consider:

Training
Cost

Discuss these and explain why each of these will have to be considerd to the managers.

You need to elaborate a little more about whose payment system this is, and what 'time rate' means exactly.
Also, please check your grammar at the end - it doesn't make sense to me.
