I looked them up on a periodic chart that lists electronegativity and Arsenic had the highest.

CRITERIA
As you know, it exists an Elder Trick suggesting an indicative value about Electronegativity for Chemical Elements.
When I see the Periodic Table, I distinguish ITS GROUPs (columns in the Table) and ITS PERIODs (rows in the Table).
Hence, I assume ELECTRONEGATIVITY's VALUE rises if I move RIGHTWARD along a Table's Period or it rises if I move UPWARD along a Table's Group.

MY ANSWER
Among the Chemical Element you cited, I choose ARSENIC as the most Electronegative. A complete application of the exposed criterion leads me to this order

As > Sb > Ga > Na > Cs
