Because at the moment English Law allows them to.
And on the odd chance they get caught........what punishment are they given?
A visit from the local RSPCA inspector and a rap over the knuckles.......I wonder who the owner takes their temper out on when the inspectors gone?
Disqualified from owning an animal for a year.....bet that makes other animals feel safe!
A fine.....yeah I bet Mr Smith who got fined last Friday for slaughtering and estimated 15,000 greyhounds over a 10 year period (despite charging £10 for each slaughtered greyhound) was really deterred by that!
I'll tell you whats deterred him................over 30 death threats! Better animal rights and police enforcement, will inevitably improve animal welfare.

Two reasons I can think of:

1. They can. As someone will probably have said by the time I finish this message, people want control over others, and when that doesn't work, we take the next best thing. Animals. It gives some people a kick to treat animals badly, to see them suffer. Or maybe they just dislike the animal they are hurting. Either. Or both.

2. We need things from animals - or rather, we WANT things. Be it their obedience, meat or skin. There are a lot of approaches to each of these.
The first can be accomplished by making the animal love or fear you. The latter is -sadly enough - easier.
The other two require the animal to die. Most people have seen images of animals killed rudely by hitting them to death. Why? Because we don't want marks on the skin we want to sell. Capitalism. Fashion. Human arrogance. Which is to blame?
But even if they are killed more civilized, it still is a nasty affair. There isn't a really proper AND cheap way of killing.

If you were talking about pets, I think the first reason will apply more, though.
Hope this was helpful.

I am not a psychologist but I think there must be something seriously lacking in an individual who would purposely harm or kill an animal (unless in self-defense) and I am talking about hunters here as well as those psychopaths who seem to get off on what they do.

Recently, in our town of Ottawa, Canada, a pitbull mix was found dead chained to a railing in a unused stairwell in a highrise apartment. Best estimate was that he'd been there about a week. During the investigation a few tenants remembered hearing a dog bark but said they couldn't tell where it was coming from. My guess is that no one wanted to get involved and even if someone did see the dog chained in the stairwell, it being a pitbull mix they were probably afraid to come close or just figured someone had tied him there temporarily.

Anyway, he was finally found dead of starvation and dehydration. Such a cruel act. I'd like to find the person who did it and put them through a similar ordeal.

Of course there are other explanations: such as the dog was tied there temporarily and the owner was then arrested or some such thing. I really don't know what exactly happened or why. Just such a sad affair

there is no excuse to treat an animal badly what so ever when people are caught abusing animals in my experience they cant give a good reason they blame the animal for doing something wrong when its just a human beings ignorance there is so much animal cruelty in the world its heart breaking seals being clubbed to death animals being skinned alive in china for there fur animal experiments unwanted animals being put down because shelters are to full even the meat that you eat is slaughtered cruelly the list is endless but these people think they are justified in doing this i believe until we have stronger penalties to stop this cruelty more and more animals are going to suffer at the hands of humans and most people get away with it check out these websites www.peta.com and www.rspca.co.uk and you can stop some of the animal cruelty

I understand what you are asking but unfortunatley i don`t know the answer , people who do this to those defenceless animals are low lifes with serious issues going on but instead of dealing with them or buying a punchbag even they release their anger out on these poor animals , usually a family pet and the tragic thing is , this poor pet probably loves this person unconditionally ...
God bless the poor animals ...

Unfortuneatley, We as humans have some sort of GOD complex and those that get to carried away with it have the tendecy to take frustration out on something better than themselves , and its usually a defenless animal, but not animals are defenseless and they attack, then thats what you see on the news ....dog bite man...so on and son on....its a sad world

It is mainly a power thing we humans have over the defenseless animals and we take the need for power that we want over other humans out over these defenseless animals and leave out over night in a blizzard and later say we loved them like our own son or daughter when we find them dead in the morning.

A person as such suffered from low self-esteem, bad childhood, mental instability. If its children, its basically mischievous or taking their anger and frustration out on these animals. Some are simply evil do'ers. We are all different!
