That question requires a details answer which I don't have the time to give you.
The general answer would be to come up with a good storyline, good characters, good plot, good illustrations (if it was to have them) and be well written.
Be prepared for a lot of knockbacks as it is extremely hard to get a book accepted by a publisher. Be persistent and take any criticisms on board.
I would start by writing short stories or simple children's books until you feel ready to tackle a bigger project.

I like Cowgirl's cloth covered book idea. We used that same format to make the student's stories into books when I helped in my DD's 3rd grade class except we used pages from books of wallpaper samples that stores had donated.
It works well if you have MS Word to print out the book part, too. Word has a book format in it's printing options. You may have to play with it while printing to get the hang of it but it does nice books out of folded printer paper.
