The Sparta government is neither. It can be considered a monarchy, but the main part it is considered is a totalitarian. The kings ruled Sparta, unlike Athens who was a democracy with a large council of 50 people from each of their 10 tribes in the city state. Athens had leaders such as Pericles, but it was not absolute rule as Sparta was.

Sparta had an oligarchy because at most times they had 2 kings. The only time there was only one king in Sparta was when one king was killed in battle or if a king was ostracized from the city-state. City-states like Athens and Argos had democracies. Sparta also haad 5 ephors at one time. They were like the real heads of the state. The kings were basically military commanders. The kings had more power than the ephors so that was Sparta is considered an oligarchy.

No Athens was democracy in the truest sense of the word. All male citizens could show up to the assembly on Pnyx hill and vote on every measure of the government. There were elected office but it would be a mistake to consider them another branch of government. They are more administrative, performing the actions desired by the citizens. There were leaders of the assembly such as Themistocles and Pericles as well as demagogues like Cleon. These men may have been elected to administrative office but their power actually stemmed from convincing the assembly what to do. Sparta was an oligarchy. Its elder warrior class was democratic among themselves but the younger members and certainly not the Greek serfs known as helots had no voice in government. They also had two kings who served somewhat odd positions. In war one king was always the commanding general. While one stayed home in what was largely a ceremonial role. Heroditus believes each king to have two votes in the small geriarchic assembly, while Thucydides says they only have one. Either way there were no real branches of government. Neither had a position with real executive power and the judiciary in both states were nothing more than parts of each assembly.

i just looked in my world history book
and it says they had two kings and had a counsil that advised the monarchs.so is it monarchy? hopefully i could in a way
