Theoretically, you can reformat your hard drive an infinite number of times. How ever, contrary to popular belief, formating a drive does cause some slight variances in the surface of the drive, that over time can make parts of it unusable. This happens normally anyways, through regular use of the drive, and as such is considered an extension of normal wear-and-tear.

As many as you want...reformatting does not affect the life of your HDD (regardless of what others will say)...turning off and turning on you HDD affects it lifespan...
