Electricans usually charge between $60-$80 per hour.
A swap out should take an hour or less.

It depends on what he/she charges per hour. It's a fairly straightforward procedure. If you already have a fan (sounds like you do), then you may want to cut the power at the breaker box and swap the fan yourself. You can talk with people at a place like Lowe's or Home Depot, and they can show you how to do it.

Buy your own fan. They run from 50 to 200 dollars, and have all kinds of cool features. You can replace the fan yourself in about 45 minutes.

Turn off the breaker to the room, and follow the directions in the box. I've done it myself many times, and have never had a problem. Very easy.
