Your skin sounds like it is irritated. Try using 1% hydrocotisone cream to sooth it. Switch to an oil-free or gel/serum moisturizer.
If this doesn't help, see a dermatologist.

First of all, to sum up what others have been saying, you are using the wrong products on your skin, particularly the cocoa butter. I don't generally recommend specific products, because our skin is as individual as we are, but I have a problem similar to yours as I age, so I totally understand where you're coming from and hope I can help.
Second--stop exfoliating three times a week. In fact, go completely without exfoliating for at least a week and let your skin heal. You are "crusty" because you keep damaging the new tender skin, which then breaks, dries and curls up, making you think you need to exfoliate more.
Third, check the products you are using. Are you using an oil-free foundation? Are you using an oil-free moisturizer? What do you clean with? Is your soap Ph-balanced? You will still have to touch up, because that's the nature of oily skin, but your dramatic swings between dry and oily skin show that you are stripping your skin of every scrap of its natural oils (which it needs a bit of to be smooth, the way you want). You may even find your skin becomes less oily once it stops having to overcompensate for the way you are cleaning and exfoliating every scrap of protection from it.
Four, try moisturizing at night after you cleanse, and using only a light oil-free moisturizer in the morning. You can eventually use a toner or even an astringent (for oily skin), but for now, your first goal must to be let your skin heal up and find an equilibrium. And exfoliate GENTLY.
Smooth flawless skin forever can be achieved, but it takes careful observation and a willingness to adjust your products as needed. Spend some time really noticing what your skin does after each step of your beauty regime. See when it feels tight or irritated...then change that step.
Once you find your right routine, it will take less time to have lovely skin than you imagined, because you will no longer be fighting your skin, but working with it. Good luck!

i agree with the person who said not to use the cocoa butter, because it is way too thick for your face. I would recommend buying a facial toner. It will help clean deep down after you use regular cleaner and you can get some for only a few bucks. Also, get a light moisturizer. Nothing heavy for skin like yours. Then i would really suggest Bare Minerals foundation if you would like a more "powder fresh" looking foundation (think baby doll skin) or if you would like a more "dewy" looking smooth skin, then get your favorite liquid foundation and a wedge makeup sponge. Get the sponge damp then put foundation directly on the sponge and smooth on face. It will make the foundation a lot smoother. Another option would be to put a little foundation on a dry wedge sponge, and then mix a little moisturizer with it, and put it on with a sponge. The sponge and the extra moisutre (via water or moisturizer) is the key to smooth liquid foundation. Fingers just don't do it.

Ok don't use that cocoa butter lotion that is way 2 thick thats prob why your face is oily in the day time, I would recommend using an oil free moisterizer, I use clean & clear, it works well...& then I use a stick foundation for under my eyes, & blemishes....then use an oil free liquid foundation for your whole face, & then I finish with a mineral based powder to get that flawless finish...& then u can use either bronzer or blush for your cheeks...oh & if you are exfoliating 3 times a week you should do it like mon, wed, then friday, dont do it in a row, that will just dry out your skin like crazy, & dont use a harsh one cuz that could be whats making your skin dry...but good luck!!!

Hmmm. Maybe you need to go to your dermatologist and check out your skin. But if not then you can go to wal mart and buy some olay combination skin towellettes and that should help your skin problem. Try looking for a strong moisturizer and not using cocoa butter. Sorry if you don't want to hear this but you may switch you exfoliating to every day and not just three times a week. When putting on foundation try doing a finely milled powder and not liquid.
If any of that doesnt help then go see a dermatologist.

I have the same problem!
When I do my makeup in the morning, it looks perfect...but then about.. two hours later its oily! I actually found the cure to this problem last weekend.:)
In the morning, wash your face with a gentle daily cleanser and lukewarm water. Get a really foamy one, that ISN'T made specifically for acne. [They dry out your face.]
Then I apply a product called "The Present" from a brand called Philosophy. (They sell this at Nordstroms)
Its a white makeup base that goes on clear, and evens out your skin while magically making your oil dissapear!
Then I apply foundation on any zits and old acne scars.
[I don't have acne, but I do get 'the occasional bump'.]
THEN, this is where the magical product comes in....
MAC Studio Fix!
It's a pressed powder, that works like a foundation AND concealer! :)
People will say all they want about MAC and how they think their products are bad for your face.
Don't listen to them!!
Ive had absolutely no problem whatsoever.
And this product makes your skin look PERFECT.
By that, I really do mean PERFECT.
You cant see a single blemish, dark circle, anything.
And it doesn't feel heavy on your face, or cakey or anything.
YOU DONT EVEN HAVE TO TOUCH IT UP LATER.
Go out and try it.
Go to the local mall, try it on, tell them you'll think about it...get a little shopping done, and look at your face before you leave.
Still flawless?

I had the same problems. I think you are using the wrong products. Try using a moisturizing soap. I just came across Basis bar soap, its fragrance free and non irritating, but has aloe in it and its great. It does not dry my face out all. I then moisturize. I use Nivea. I love it. Also, try a new foundation. Clinique has some great oil-free ones. My skin is smooth now and I have no problems.

don't count on forever, but try doing this.....
first I use St. Ives apricot scrub.
then I use Noxema's triple clean anti-bacterial lathering cleanser and let that stay on my face for about a minute.
lastly after I've washed the cleanser off, I use Noxema's deep cleansing cream.
and if that process doesn't work, then you could always try Phisoderm but that really dries out your face if you don't put lotion on it after you use it.
And make sure you use a good foundation and not some crappy cheap kind! Try a light liquid foundation first then use something like Rimmel over that. (but don't use liquid everyday, it clogs your pores if you do)

clean out your pores. try a lotion that doesnt clog them and get FACE lotion (stuff that is made for faces only. Then, you need something that isnt oily for your foundation. i would try nutrogina products, something that doesnt damage your skin. or, lay off of the foundation for a while so your skin can breathe!!!
