Usually if the music is available to be downloaded for free it's illegal, but there are lots of places that let you download forever for a one time fee. Try Napster!

www.360-share.com. You pay a one-time membership fee for online support. Once you're a member you can download anything you can think of in addition to music. I've had it for about 2 years.
It's great. Anytime I hear a song I like I can have it at the click of a mouse.
