Liquid eyeliner should only be used above the top lashes. It is best to use a pencil or eyeshadow under the lower lashes. For a more dramatic look, use a colored kohl pencil above and below lashes and follow with a black liquid liner on the top. It will make your lashes appear darker and will stay on all day. A dark eye-liner highlights the shape of your eyes and deepens the look. Softly line with eyeliner pencil, draw a thin line along lashes next to roots.
For a dramatic look, lightly dot color along the lower lashes. For softness, line can be smudged with fingertip or Q-tip.
Practice makes perfect in achieving a fine line. Hold your head back and look down into the mirror. The eyelid will be tight and it will be easier to apply the liner. Smudge if necessary
Don´t apply eyeliner in a thick line. It looks harsh and makes the eye appear heavy and tired. Get out of the 60´s and instead use a fine line. If you have trouble, use a brush to blend and smooth it out.
I find that the best way to apply it evenly, is to rest the palm of your hand against your cheec, or rest your elbow on a steady surface whilst applying it. I also like to extend the line a little outwards of my eye and flick it up a little at the ends, this will give your eyes a really nice, feeline shape. At first, try using a credit card to extend the line, as it will give u perfect and precise results.
Good luck!
And remember, there are loads of websites out there that can offer you advice on applying liquid liner. Try some of the links below.

I take the brush from the eyeliner container
and paint a thin line right at the top of my eyelashes. Mascara right away, after you do this, so no clumps in lashes from the eyeliner. This way the line usually doesn't get too big, and brings out my eyes more. Bottom I do the same way. It's easy. Doesn't even look like too much make up either.

You can smudge it, but it is difficult to do. The best way is to pull the outer edge of your eyelid so your eye is shut and then line the top. Then do it with the other eye. It is more tricky on the bottom, but helps to look up and put it just along the bottom rim of your eyelid. The fast drying kind by Avon is easy to use and has a good applicator.

well, first try with pencil eyeliner, and have baby oil to take it off if u dont like it, do it open eyes, its easy, start from the end of the eyes to the conner and go up,, do it light first so u know how u want it, then , mark the end like and egipcian, looks nice, ucan also do it in the bottom eyes, but little, use black in the top , and color one under, like blue, brown, pink , ur choice. Mac has a little liquid eyeliner, waterproff, that is amazing.

You can do whatever you think looks best on yourself, personally I dont like liquid eyeliner because its really messy, & it creases really bad on your top eyelid! I really like using eye shadows as an eyeliner, with the correct brushes, & it looks more natural.

You know, I would suggest NOT using it because if you get it in your eye on accident it burns like crazy. Also, it's sexy to just put a charcoal black stick liner on and use the end of a eyeshadow applicator to fade it...it looks smokey and H O T.
