Only thing I could come up with are case laws (precedent laws). I highly doubt this would have been made by the passing of a bill. It's unique nature would have to mean that it must have been something that actually happened; which would explain why there's a law for it. When a law is made by a court order it's called a precedent.

In Chicago it's illegal to teach your monkey to smoke cigarettes.
There's a town in Kentucky where you have to remove your dead horse within 5 days.

The term you may be looking for is "Blue Laws".... outdated laws that are sill on the books but rarely if ever enforced...

This is one of my favorites...it is a crime punishable by death if you put salt on a railroad track in Alabama...this is true, I swear. It's on the books.
As for the Marietta, Ga law...it's true too!
