I wanted to add something. Doesn't the rules say that an official on the floor is always in play. So if it hits him and the ball never goes out of bounds, should play resume if the rule states that an official is always in play?

on the floor yes, but if the ref is out of bounds he is not on the floor is he?

he's part of being out of bounds, if a ball is out of bounds but happens to hit a ref that doesn't magically make it inbounds

if the ball doesnt go out of bounds, you play as if nothing happened. if the ball does go out it goes out on the last person that touched the ball, so again as if the ref was never there and the ball just magically moved against the laws of physics
